Ethereum Foundation Prioritizes FOCIL and Frame Transactions for Hegotá Upgrade

Hegotá upgrade — The Ethereum Foundation has designated two ‘must ship’ proposals that will define the scope of the upcoming Hegotá network upgrade, focusing on censorship resistance and new authentication methods.

In a ranking of 62 proposed changes, the Foundation’s Protocol cluster named EIP-7805 (FOCIL) and EIP-8141 (Frame Transactions) as the consensus and execution-layer headliners. The ‘must ship’ label means the upgrade’s schedule would be adjusted before either proposal is dropped. FOCIL aims to provide users a path for transaction inclusion independent of centralized block builders, while Frame Transactions introduces native account abstraction and a path toward post-quantum authentication.

Beyond these core proposals, the Foundation placed 15 other EIPs in an A-tier expected to ship barring development constraints, with eight more as candidates for inclusion. The final scope for Hegotá is still being determined, with client teams potentially beginning implementation in late 2026 following the preceding Glamsterdam upgrade.

This marks the first time the Foundation’s Protocol cluster has published a unified view on proposed EIPs, consolidating input from approximately 60 researchers and engineers. The last major Ethereum upgrade, Fusaka, went live in December 2025.
