China Targets 2030 Completion for National Blockchain Network

China has set a 2030 target for largely completing a national blockchain network, according to a new five-year digital development plan published on October 23, 2026.
The 15th Five-Year Plan for National Informatization calls for deeper blockchain use in trade and finance in the Yangtze River Delta region. It also targets deployment at scale in manufacturing and agriculture in the southwestern Chengdu–Chongqing economic zone.
The plan, issued by the powerful Central Cyberspace Affairs Commission, makes explicit a completion target for a project already included in China’s broader national development strategy released in March. The document also calls for stronger blockchain technical standards and greater use of the technology in data circulation and trading.
While mainland China bans cryptocurrency-related business activities, it continues to promote blockchain technology as a core national priority. President Xi Jinping first called for greater investment in the technology in October 2019, identifying it as crucial for developing China’s own technological capabilities.
