CFTC Submits Crypto Rules to White House as SEC Offers Tokenized Stock Path

CFTC crypto rules — The U.S. Commodity Futures Trading Commission (CFTC) has sent a proposal for crypto market rules to the White House for review, advancing its regulatory agenda as comprehensive legislation remains stalled in Congress.

The move follows the failure of the Clarity for Payment Stablecoins Act to advance in the Senate, prompting the CFTC to act under its existing authority. The specific details of the proposed rules have not been publicly disclosed.

In a parallel development, the Securities and Exchange Commission (SEC) has introduced a new five-year conditional exemption for platforms that trade tokenized versions of stocks. This creates a potential pathway for compliant trading of tokenized equities under SEC oversight.

Separately, the CFTC also issued a no-action relief letter, allowing certain passive software providers—which can include some cryptocurrency wallet interfaces—to connect users with regulated derivatives markets without registering as futures commission merchants.
