Brazil’s crypto license deadline brings costly compliance and unanswered questions

Brazil crypto license deadline — Cryptocurrency exchanges in Brazil face a Friday deadline to apply for operating licenses, but the process is fraught with high costs and regulatory uncertainty that threatens smaller players.
Under the framework introduced in late 2025, exchanges must submit applications to the central bank by November 1 to continue operating. However, lawyers warn that filing is just the start of a lengthy process with capital requirements ranging from $2 million to nearly $7 million, plus recurring audits and complex compliance obligations.
Binance Brazil’s general manager Thiago Sarandy highlighted unresolved questions, including how to identify self-custody wallets and interpret a $100,000 limit on certain international transfers. He warned that a lack of clarity could lead to fragmented data reporting, jeopardizing regulatory oversight.
While major global exchanges like OKX, Binance, and Coinbase have applied, the high costs may prove unviable for smaller operators, potentially increasing market concentration. Firms that miss the deadline must cease services within 30 days, and from November 6, banks will face restrictions on transacting with unauthorized providers.
