Faryar Shirzad stated that the Clarity Act, which included provisions for a strategic Bitcoin reserve, failed a procedural cloture vote this week. He attributed the setback to the bill’s arrival late in the electoral calendar and a roughly $200 million opposition campaign by major banks.

Shirzad believes Congress has now had its opportunity, shifting the immediate focus to regulatory agencies like the SEC and CFTC. He indicated that future action will be driven by appointees such as Paul Atkins at banking regulators.

Despite the legislative setback, Shirzad emphasized that a three-track strategy encompassing legislation, regulation, and international coordination maintains strong momentum for advancing crypto policy.
